Saint Lucia (the Recipient) will implement the Caribbean Resilient Renewable Energy Infrastructure Investment Facility Project, with the involvement of the Ministry of Infrastructure, Ports, Transport, Physical Development and Urban Renewal, as set out in the Financing Agreement and the Grant Agreement. The International Development Association (the Association), acting on its own capacity and acting as an implementing entity of the Clean Technology Fund, has agreed to provide the financing for the Project, as set out in the Agreements. This ESCP shall apply to the financing for the  Project referred to above."
