Applications are invited from suitably qualified persons for appointment to the post of DEPUTY COMPTROLLER in the Department of Finance (Customs and Excise Department).
A. RELATIONSHIPS AND RESPONSIBILITIES
- Reports to the Comptroller, Customs and Excise Department.
- Required to operate as the Head of Division and forms part of the Senior Management Team.
- Delegates operational matters to the Assistant Comptrollers while maintaining the strategic overview and overall responsibility and accountability.
B. DUTIES AND TASKS
- Advises the Comptroller on matters relating to policy.
- Assists the Comptroller in the development of policies and procedures.
- Monitors and reports to the Comptroller on the performance of assigned division.
- Monitors and assesses the performance of Assistant Comptrollers in assigned division.
- Issues directives/instructions by way of Circulars for the guidance of staff, where appropriate.
- Attends policy and other meetings on behalf of the Department, locally and overseas.
- Provides strategic guidance to the managers in assigned division.
- Advises other government agencies and stakeholders on matters related to the Department.
- Meets with members of the public in relation to unresolved complaints and other departmental matters.
- Prepares annual divisional work plans.
- Assists in the annual budget preparations.
- Makes visits to stations as deemed necessary.
- Holds regular meetings with Assistant Comptrollers and Supervisors to discuss policy matters and staff concerns.
- Prepares status reports on on-going projects on a quarterly basis.
- Approves expenditure on SmartStream in accordance with budgetary allocation.
- Prepares Job Descriptions for staff under his/her direct supervision.
- Develops Appraisal and Performance Measurement for staff under his/her direct supervision.
- Prepares appraisal reports for staff under his/her direct supervision.
- Trains and mentors staff.
- Recommends officers for training courses, workshops and seminars.
- Performs any other related duties as requested by the Comptroller.
C. CONDITIONS
- Office accommodation provided within the Customs and Excise Department.
- Salary is in accordance with the terms stipulated by Government in the Estimates of Expenditure/Collective Agreement.
- The officer must avail himself/herself for personal development and career advancement through established orientation, general and specialized in-service and external training.
- Institutional support is provided through appropriate Civil Service Regulations and Departmental guidelines.
D. EVALUATION METHOD
Work performance will be evaluated on the basis of the following:
- Timely completion of assignments.
- Report quality as indicated by their clarity and accuracy.
- Compliance with departmental guidelines and Standard Operating Procedures.
- Proven knowledge, understanding and application of Customs and related legislation, the effective application of Civil Service Rules and Regulations, Organization and Standard Operating Procedures, the Code of Conduct and the Staff Orders for the Public Service of Saint Lucia.
- Effective implementation of duties, responsibilities and assignments as defined in the Job Description.
E. SKILLS, KNOWLEDGE AND ABILITIES
- Sound knowledge and understanding of Customs laws and procedures.
- Ability to demonstrate leadership qualities.
- Effective interpersonal and communication skills.
- Analytical skills as well as problem solving techniques for work related matters.
F. QUALIFICATIONS AND EXPERIENCE
- Masters’ Degree plus four (4) years Customs related experience in a post at Grade 15 and above.
OR
- Bachelor’s Degree plus a Post Graduate Diploma and four (4) years Customs related experience in a post at Grade 15 and above.
- SALARY
Salary is at the rate of EC$103,194.00 per annum (Grade 19)
