VACANCY NOTICE
Applications are invited from suitably qualified persons for the role of CHIEF EXECUTIVE OFFICER at Millennium Heights Medical Complex (MHMC).
RESPONSIBILITIES AND RELATIONSHIPS
- To provide strategic leadership and direction to the management team through a process of strategy development, planning, reporting and monitoring of the activities of divisions and sections across the facility.
- To serve in an advisory capacity to the Board of Directors as a basis for facilitating sound decisions as it relates to policy and programme directives.
- To facilitate the efficient and effective management of the facility and its resources, and to ensure its work programme is implemented in accordance with legislation, regulatory requirements and public accounting standards and procedures.
DUTIES AND TASKS
- Manages the facility through the implementation of the strategic objectives, developing annual work programmes, establishing SMART targets and directing the allocation of resources.
- Leads and manages direct reports through target setting, monitoring and appraisal of individual staff performance, coaching and mentoring.
- Provides technical advice and guidance to the Board and the management team on policies and practices.
- Assists in developing, formalising and implementing plans and policies in accordance with the strategic direction and governance of the Board.
- Conducts research into healthcare administration by reviewing relevant documentation, laws and policies.
- Ensures the effective administration of budgetary allocations by supervising the management of the financial and physical resources.
- Coordinates the preparation of the annual budget through budget planning meetings with the senior management team, analysis and verification of budget submissions.
- Builds an agile entity focusing on anticipating and adapting to the changing needs of the patients and healthcare providers, and seeks opportunities for funding and technical assistance.
- Makes recommendations to the Board regarding the improvements of management systems and human resource development for staff within the various functional areas.
- Maintains overall responsibility for the health and safety of members of staff, the public, and patients and visitors on the premises of the facility.
KNOWLEDGE, SKILLS AND ABILITIES
- Expert level knowledge of, and ability to analyze and interpret Legislation and Laws, Departmental Guidelines, Standard Operating Procedures and policies, staff rules and regulations, Finance (Administration) Act and its supporting regulations, Public Procurement and Asset Disposal Act and the budgetary process.
- Advanced level knowledge of, and ability to analyze and interpret the Pensions Act, Estimates of Expenditure, the Saint Lucia Constitution, and Labour Act.
- Intermediate level knowledge of clinical and non-clinical practices and an understanding of their various roles within the facility.
- Advanced administration and management skills with the ability to provide strategic guidance, planning and resource allocation; strong leadership and motivation techniques and the ability to coordinate people and resources.
- Ability to establish and maintain effective working relationships and linkages with associates and internal and external clients and stakeholders.
- Advanced problem-solving, conflict management and decision-making skills, and ability to manage time in a fast paced environment, meet deadlines and remain calm under intense pressure.
QUALIFICATIONS AND EXPERIENCE
Master of Science degree in Business Administration, Public Health, Health Care Administration or related field plus five (5) years’ experience in a senior management position, OR, Bachelor of Science degree in Business Administration, Public Health, Health Care Administration or related field plus Post Graduate Diploma plus seven (7) years’ experience in a senior management position.
Clinical background would be an asset.
SALARY
Salary is commensurate with qualifications and experience.
