Applications are invited from suitably qualified persons for appointment to the post of BIOMEDICAL ENGINEER III, II, I at the Ministry of Health, Wellness, Human Services and Gender Relations (Victoria Hospital).
RELATIONSHIPS AND RESPONSIBILITIES
1. Functions as primary contact responsible for the Biomedical Engineering Department and provides support by ensuring appropriate maintenance of medical equipment and training of staff in the proper use, application and operational performance of patient care equipment.
2. Provides leadership for all components of medical equipment management.
DUTIES AND TASKS
1. Advises hospital administrators on the planning, acquisition, and use of medical equipment.
2. Evaluates the safety, efficiency, and effectiveness of biomedical equipment
3. Installs, adjusts, maintains, and/or repairs biomedical equipment.
4. Supervises the work of the Biomedical and Electronic Technicians.
5. Evaluates staff productivity, quality and work efficiency.
6. Ensures that all resources are available to staff members as needed to allow them to perform maintenance and repair of medical equipment and systems as assigned.
7. Recommends equipment renovation, refurbishment or replacement based on equipment age, failure rate, cost of service and overall ability to support the clinical use for which it is intended.
8. Collaborates with other support units (e.g Facilities Management or Information Technology) to develop support plans for devices or systems that require multi-disciplinary support.
9. Maintains and catalogues inventory of equipment.
10. Designs and follows a preventive maintenance programme for equipment at the hospital.
11. Prioritizes and schedules work according to priorities established.
12. Organizes department for maximum utilization of available staff.
13. Implements work order systems.
14. Communicates effectively with the Hospital Engineer.
15. Deals with technical queries from the hospital.
16. Provides training to Biomedical Technicians as necessary.
17. Functions as a resource person to area of responsibility. This includes providing instructions as to the safe and proper use of equipment or acting as technical support to assign staff as well as other technical or clinical staff.
18. Liaises closely with other medical professionals such as doctors and other end users.
19. Keeping up to date with new developments at home and abroad.
20. Develops and plans the operational budget for the Biomedical Department.
21. May be required to perform complex repairs involving extensive troubleshooting to the component level.
CONDITIONS
1. Institutional support is provided through appropriate Civil Service Regulations and Hospital policies and procedures.
2. Salary is in accordance with the terms and conditions stipulated by the Government in the Estimates/Collective Agreement.
3. Post is non-pensionable, therefore the officer is required to contribute to the National Insurance Corporation (NIC).
4. Required to keep up to date with new developments in the field of biomedical technology.
5. Required to own and maintain a motor vehicle in proper working condition.
6. Stress Tolerance - Job requires accepting criticism and dealing calmly and effectively with high stress situations.
7. Expected to respect the confidentiality of information obtained through work activities.
8. Expected to work extended hours as the exigencies of the work of the National Health Council (NHC) requires.

EVALUATION METHOD
Work performance will be evaluated on the basis of the following:-
1. Extent to which quarterly reports actually reflect work done and assessed
2. Effective implementation of duties and responsibilities and assignments as defined in the job description
3. Time taken to complete assignments.

KNOWLEDGE, SKILLS AND ABILITIES
Required to have:
1. A thorough knowledge of electrical and mechanical biomedical safety principles
2. A working knowledge of basic machinery preventive maintenance and repair.
3. A thorough knowledge of machines and tools, including their uses, repair, and maintenance.
Skills required include:
1. Decision making - must act in a decisive manner, using good judgment. Must be able to assess problems and situations and anticipate needs and evaluate alternatives. Must be able to effectively interpret the policies and objectives of the department.
2. Time management – must be able to manage and utilise work time properly and effectively

QUALIFICATIONS AND EXPERIENCE
1. Master’s Degree in Biomedical Engineering or related field plus three (3) years post qualifying experience or experience at a post of grade 12.
Or
2. Bachelor’s Degree in Biomedical Engineering or related field and minimum of six (6) years post qualifying experience or experience at a post of Grade 12 and above.
SALARY
Salary is commensurate with qualifications and experience at the rate of EC $69,665.49 or $61,914.36 or $54,163.24 per annum (Grade 16, 14, 12 step 1 respectively)
