The Department of Sustainable Development is inviting suitable nationals or local agencies to undertake the training of technicians in Good Refrigeration Management Practices, Recovery, Recycling and Retrofitting (RR&R) and Alternative Technologies.

 

A complete proposal consisting of both technical and financial proposals should be submitted in a sealed envelope labeled “CONFIDENTIALNational Trainer - Good Refrigeration Management Practices, Recovery, Recycling and Retrofitting (RR&R) and Alternative Technologies, Saint Lucia 2022”. Terms of Reference

 

National Trainer - Good Refrigeration Management Practices, Recovery, Recycling and Retrofitting (RR&R) and Alternative Technologies, Saint Lucia

 

1.       Background

 

Saint Lucia, as Party to the Montreal Protocol on Substances that Deplete the Ozone Layer, is obligated to phase out its importation and use of ozone-depleting substances (ODS). In January 2010¸ the first group of ODS, chlorofluorocarbons (CFCs) were successfully phased out by all Parties to the Montreal Protocol. Saint Lucia is currently embarking on the phase-out of the second group of ODS, hydrochlorofluorocarbons (HCFCs), which have an accelerated phase-out date of 2030 (reduced by 10 years from 2040) and would require that Saint Lucia continue to monitor and control the use of ODS.

 

As such, Saint Lucia’s HCFC Phase-Out Management Plan (HPMP) was approved at the 64th Meeting of the Executive Committee to the Montreal Protocol in July 2011. The HPMP seeks to outline the necessary policy, legislative, institutional and other measures necessary to allow Saint Lucia to phase out the use of HCFCs according to the phase out targets of the Montreal Protocol. One of the interventions of the HPMP is the training of refrigeration and air conditioning (RAC) technicians in ‘Good Refrigeration Practices, Recovery and Reuse of Refrigerants and Retrofitting and Alternative Technologies’.

 

This intervention seeks to strengthen the capability of the refrigeration service industry to reduce demand for virgin HCFCs and refrigerants.  This will be achieved through the training of technicians in the technologies emerging to replace HCFCs, particularly natural refrigerants, as well as training in good practices, recovery and recycling, and retrofitting and the provision of specialized tools and equipment to facilitate the application of the acquired expertise to demand reduction initiatives.   

 

To this end, the Department of Sustainable Development is seeking a National Trainer in Good Refrigeration Practices, Recovery and Reuse of Refrigerants and Retrofitting (RR&R) and Alternative Technologies to design and deliver the training as outlined in this Terms of Reference.

 

 

2.       Objectives

 

The objectives of this intervention are to:

 

  1. Expand the scope of similar training undertaken under the Refrigerant Management Plan (RMP) and Terminal Phase-out Management Plan (TPMP) by incorporating issues related to replacement refrigerants for HCFCs, including low global warming potential (GWP) refrigerants;
  2. Reduce demand for virgin HCFCs through improved servicing practices, the recovery and reuse of refrigerants and retrofitting of HCFC-based equipment to non-ODS and low GWP alternatives; and
  3. Promote good health and safety practices when using natural refrigerants.

 

3.       Institutional Arrangements, duration and reporting lines

 

3.1 The trainer will be contracted to conduct training for local refrigeration and air conditioning service technicians. The Consultant will work in conjunction with National Ozone Unit (NOU) and shall perform all tasks listed below in the scope of services required.

 

3.2 The National Trainer shall undertake the training of at least thirty-five (35) technicians between the period July 1, 2022 and ending November 30, 2022.

 

3.3 The Trainer shall report to the Chief Sustainable Development and Environment Officer or his/her designated representative.

 

4.       Scope of Services Required

 

4.1        Main objectives, output and expectations

 

  1. To implement a training programme for Refrigeration and Air Conditioning Technicians in Good Refrigeration Management Practices, Recovery, Recycling and Retrofitting (RR&R) and Alternative Technologies.

4.2        Specific tasks and responsibilities

 

  1. In consultation with the NOU develop a work plan for the Training Programme including theory and practical components;

 

  1. Undertake the training of up to thirty-five (35) technicians in Good Practices, RR&R and Alternative Technologies.  Each workshop will be held over of period of 6 days, from 5pm – 7pm during the first 5 days, with a practical session held on the final day;

 

  1. Prepare and submit a report for each training session conducted, including the list of participants, evaluation, recommendations and a list of technicians recommended for Certification.

 

5.       Deliverables

 

  1. Training of up to thirty-five (35) technicians;
  2. Development of a work plan for the training of technicians; taking into consideration all relevant COVID-19 Protocols
  3. Conduct training sessions in five (5) days;
  4. Execute and monitor practical training exercise after each session (1 day);
  5. Develop course examinations in conjunction with the NOU;
  6. Administer and supervise course examinations;
  7. Training report for each session (including grades);
  8. Provision of a list of technicians recommended for Certification based on outcome of course assessment.

 

6.       Qualifications / special skills or knowledge

  1. Completed secondary education with training as an Air Conditioning and Refrigeration Technician
  2. Training in the safe-handling of flammable refrigerants
  3. At least five (5) years working experience in the Implementation of the Montreal Protocol in Saint Lucia;
  4. Knowledge of, and experience working in/with the air-conditioning and refrigeration sector in Saint Lucia;
  5. Demonstrated ability to develop training material and deliver training in a formal setting;
  6. Proven working experience with government and international agencies and national technicians.
