Assignment Title: PROJECT ASSISTANT

Saint Lucia has received financing from the World Bank towards the cost of the Organisation of the Eastern Caribbean States (OECS) Data for Decision Making Project and intends to apply part of the proceeds to hire an individual consultant to serve as Project Assistant.
The consulting services (“the Services”) include providing administrative and technical support services to Saint Lucia portion of the OECS DDM Project to support the Government of Saint Lucia. These include logistic and administrative support for meetings, workshops and missions to the Project Implementation Unit (PIU), monitoring and evaluation of project activities, maintaining of project databases the provision of secretariat services for the Project Steering Committee (PSC). Reporting to the Deputy Project Coordinator, the responsibilities of the Project Assistant include but are not limited to the following:
- Contribution to project reports and schedules;
- Preparation and coordination of workshops; missions; site visits; meetings convened for the PSC;
- Monitoring and evaluation of project activities;
- Secretariat support for the PSC Meetings and all other meetings of the PIU;
- Up-to-date project correspondence and files;
- Coordination and management of the fixed Asset Register;
- Maintenance of the project databases;
- Support to the technical staff of the project to update relevant information on electronic platforms,
The Project Assistant will be engaged on a full-time basis and is expected to commence the assignment on 1st November 2023 for a period of twelve (12) months in the first instance which is renewable upon successfully achieving the duties and responsibilities at the end of the contract period.

The Department of Economic Development now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services; (Curriculum Vitae with supporting certified copies of qualifications, description of similar assignments, etc).
Interested Consultants should have the following requisite minimum qualifications and professional experiences listed below for undertaking the assignment.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS FOR SELECTION OF AN INDIVIDUAL CONSULTANT ARE:
Mandatory
- Bachelor’s Degree in Public Administration/ Business Administration/Economics or equivalent qualifications from a recognized institution;
- At least five years’ experience in office or project administration/management;
- Proficiency in the use of Microsoft Office applications including Word, Power Point, Projects, and Excel.
- Good knowledge of Government’s operational and administrative procedures related to programme development, administration and implementation;
- Good interpersonal skills and ability to establish and maintain effective partnerships and working relationships with multi-sectoral agencies;
The attention of interested Consultants is drawn to paragraph 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers (Procurement Regulations) fourth edition, November 2020, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) method set out in the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations) fourth edition, November 2020
